  • Importing or exporting cigarettes, by any means and via locations other than those established for customs control, represents a smuggling crime and is punished with imprisonment from 2 to 7 years, as well as the withdrawal of various rights. (Customs Code)
     
  • The maximum legal limit of cigarettes imported into Romania from a non-EU state is two packs of 20 cigarettes. (Fiscal Code)

  • Owning or trading cigarettes without a revenue stamp or with an inadequate revenue stamp, or containing fake marks over the limit of 10,000 cigarettes, represents a criminal offence. According to the law, it is punished with imprisonment from 1 to 4 years (Fiscal Code).
